Campaign goal should not show 0% when there is an amount raised

Currently, if my campaing has raised less than 1% of the goal, the goal bar will display something like "0 $100,000 goal"
This is confusing. It should display the real percentage even in decimals or the admin should have the ability to change that to reflect the actual amount instead of the percentage.

I'm thinking that instead of decimals, it should simply round up to 1% if the amount raised is anything higher than nothing. It makes sense that donating and still seeing a 0% amount would not feel good. I'm reluctant to assume a decimal, though, as that can quickly complicate the template design, and feels unnecessary.
