When exporting donors by a date range, I believe the concept here is that you're exporting
active
donors within that period. That is, donors which made donations within the given period.As a workaround, I put together a little SQL script to use with my own non-profit that can at least be useful to those with database access — as you can generate a CSV with this. This snippet queries all donors with donations in 2021, but could be pretty easily modified for another date range.

This has been added to the development queue to look into. Issues like this that are not preventing donations or have a simple workaround are generally prioritized at the end of an 8 week development cycle, and then tested and released. That means it can be up to 10 weeks for issues like this to be resolved.
