Our team is watching this post for more reports of the issue. In the meantime the workaround is to enable it for the gateway, but add in a fee of zero for each one.

I was able to work around this bug by setting the fee recovery to "enabled" but with values of 0 in each of the boxes. That has the same net effect as setting the fee recovery to "disabled."

Just to elaborate on this, the amount that is being charged is different for the ACH transaction than for the credit card transactions. While the ACH transactions are configured to NOT have a fee at all, it is adding a $1.80 fee to a $50 transaction, which is like 3.6%. On the contrary, our credit card transactions are configured for 3%. Also, on the form itself, there is no indication of a fee for the ACH transactions. It's only after the payment is submitted that there is an indicator of the fee, which is fact charged to the user and visible on the receipts that are generated.
