A "Failing" subscription should be able to be managed via the Donor Dashboard

As an admin, I'd like donors to be able to update their subscription if it is "Failing", instead of having an admin change the subscription to "Active" to allow subscription management by the donor. A "Failing" subscription is the exact time a donor needs to be able to update it.

This is a good feature request, and one that we may prioritize based on more interest. Thanks for the comments and votes so far. We're keeping an eye on this.

Can I second this? The organisation I work for has had dozens of donors contact us after receiving the "Subscription Payment Failed" email because they cannot update their cards when their subscription is "Failing". It's the exact opposite functionality one would expect - that is - to not be able to update payment methods when payment methods fail.
