This has been resolved as of Tributes version 1.6.0! Update to that, and now you can do several things:
- Make tributes required (a donation won't submit without a tribute)
- Make tributes optional, but default to the "yes, please" option.
- Make tributes option, but default to "no thanks."
- Change any of those settings on a per-form basis.

As an admin I would find it more useful to have the option to check whichever option you need for a particular form. In the meantime, I'll try Ben's hack, as mine is a legacy form.

We are creating a form grid with 9 different tribute cards for our donors to select. This is on a separate page from our standard Donate page. From the donor's perspective, it is really stupid to click on one of the cards, then face double defaults of "NO" for "Dedicate this Donation" and "NO" to Would you like us to notify anyone of your donation?"

As an admin I would like Tributes to have options similar to what Recurring Donations' admin controls offer:
Disabled - Tribute donations not available: Disables Tributes
Enabled - Donor's Choice: Options would display as they do currently, but additional admin options would allow whether the donor option is pre-checked.
Enabled - Admin Defined: Forced opt-in/removes the ability to opt-out

This would be a great feature. There are times you might always want visitors to honor someone for their donation and want it on by default.

We'll take a look at this based on how many requests we get for it. In the meantime, this PHP snippet will work (at least for legacy forms... I have not checked Multi-Step forms)

I find that with multi-step forms, recipient notification fields are no longer visible when this snippet is added. However, if the user toggles the default to No and then back to Yes, the required fields reappear.
Perhaps you could look at why this is and fix. In the meantime, I will try a single-page form to see if it avoids the issue.
Please add me to the list of those who would like to see Tributes turned on as an Admin-controlled default.

Update: Recipient notification fields appear OK in single-page forms with the Dedication This Donation field default reset to Yes by the GiveWP code snippet.
