Donor Dashboard should use the hour format defined by the admin

As an admin, I want to display the hour format using the pattern I added under Settings > General > Time Format.

Right now, the Donor Dashboard uses only AM and PM, and I prefer to use the 24-hour format.

Excellent feature request. I am adding this to the list for our team to add in a future release. Note that we've got a backlog of such features, and are adding them as we have time.
