As an admin, I want to be able to limit the campaigns that are visible to a given user role, as certain users will only be responsible for certain campaigns.

Ex. A Boys and Girls Club has multiple chapters. They use the national URL as the home for the P2P campaigns, but they want the individual chapters to manage their own individual campaigns via the national brand's site.
