Peer-to-Peer/P2P: Set Minimum Team and Fundraiser Goals

As an Admin I would like the ability to set a minimum team and minimum fundraiser goal for participants that register. They should be able to raise the goal, but not go below the minimum.

Agree fully here - this is actually causing a bug in the system where the fundraising profile will appear blank on the front end. 2 sections will trigger the bug. 1. Not setting or setting a goal lower than the required minimum 2. Not entering any text into the "Why I am fundraising" section. The only way to correct is to manually go into each user profile and set it your self. This bug seems to stop people from raising funds.
