Primary color for donation form should be available if Step One is disabled

If the user disabled Step 1 of the multi-step donation form, there is no way to change the primary color of the form.

In this case, it's necessary that the color is still available if step one is disabled.

While customizing the Multi-Step form template, the Primary Color picker only displays on Step 1 and is no longer visible/useable if Step 1 has been disabled.

Our team is having a look at this. So far only a handful of folks have been confused by this UI issue, but we're keeping an eye on it! Vote and comment here!

While we work on this, a workaround is to enable the step of the multi-step donation form, select the color that you want to use, and then deactivate step one.

The color will be set although step one will be inactive.
