Suggest a higher donation amount to donors

As an admin, I'd like to suggest a higher donation amount to my donors in a variety of scenarios.

When a donor unchecks the option to donate monthly, I'd like for the donor to see a suggestion to donate a higher amount (on the step 2 of the multi-step template or at the donation level screen).
