Ability to reorder payment gateways on a per-form basis.

As a site admin I would like the ability to reorder the payment gateways on a per-form basis in 3.0. 
Example:
Some forms bring in higher value donations, and having lower fee gateways near the top (while keeping all gateways) for these would help.

This will make sense for any NGO pitching to major donors. Bank transfer is the way to go for a high-value donation on account of relatively low transaction costs.
