What's going on here is expected behavior, but the contextual documentation (the explanation message within the app itself) could definitely use more clarity.

In order for donors to have access to their recurring subscriptions, if a user disables email access then a WordPress user will be created automatically, regardless of the setting related to guest donations or registration fields.

This is current functionality, and I am going to create some feedback to clarify that messaging.
