PayPal Donations don't work if connected PayPal email address includes a plus sign

Currently, if the email used to connect to PayPal donation includes a plus sign (+) it will generate a generic error on the frontend and donations will not process.
The error displayed to the donor is "There was an error processing your donation. Please contact the administrator."
There's no corresponding error in GiveWP's logs.

PayPal donation set up does not work for Thai888 Foundation in Thailand. The reason is that we cannot produce a company number as we are a Foundation and there is no long DBD number. Several other issue with setting up the Foundation, but when dealing with AI the system does care and just says error
