As an admin, I would like to set the ticket quantity to be unlimited.

This will be helpful for virtual and outdoor events that don't have a seating capacity or restriction.

Current we could set inventory to 9999 and hide the inventory counts with css, but that's a bit hacky to have to do every time.

We also typically see a mix of inventory tracked tickets and add on items like Journal Ads that don't have any qty limit.
