Unclear what the Secondary Color changes

When selecting the primary and secondary colors for the form, the secondary color does not appear to make changes to the form other than the "100% Secure Donation" padlock.
Expectation: The Secondary Color should affect the button hover for Donation Levels and Donate button.
Alternatively, admin could select what parts of the form the Primary and Secondary Colors affect.

So the primary and secondary colors literally add two CSS variables:
- --givewp-primary-color
- --givewp-secondary-color
These can be used by the form design as well as custom CSS added within the form builder. In the current templates the use of the secondary color is quite subtle, you're right. As we built more templates we'll explore how to use the two colors in even more interesting ways. And in the meantime customers can use custom CSS to utilize the colors however they'd like.
