Currently the Billing Address block has all fields required, and there is no way to remove any fields the admin may not need or want.

For example: the Country field is only necessary for international organizations. But if the organization is only operating in a single country, the Country Field should be removable.

In other cases the Address Line 2 may not be necessary or relevant for every country's address formatting.
